The QEPC is the only Official Language Minority Community (OLMC) media production association in Quebec. We are the only association concerned about English-language production in Quebec, and we are recognized as such by PCH, CMF, NFB, Telefilm, CRTC, and other Federal institutions.

National associations do not have a mandate to promote or support English-Quebec or Official Language Minority production. Other Quebec associations focus on French-language production.

The QEPC’s History

English-language production in Quebec has been in decline for many years. We have fallen from 27% of English-language production in Canada in 1997-8 to 6% in 2022-23.

Producers feared that without strong action, English-Quebec production might be in danger of collapse. We organized the Quebec English-language Production Council (QEPC) almost two decades ago to respond to this crisis.

What have we accomplished?

Our work has resulted in over $500 million in new English and French Quebec production funding since we began in 2008. Our advocacy and negotiations have resulted in:

• An increase in Quebec tax credits in 2009

• Creation of the Anglophone Minority Incentive (AMI) fund in 2013

• A collaboration agreement with the NFB in 2015

• A 6% Official Language Minority Community (OLMC) Quota for CBC investment in 2013

• A 25% OLMC production Bonus for private broadcasters in 2013

• Established OLMC Mentorship Program for last three years with CMF support

• Successfully lobbied for changes in Bills C-11 and C-13 which provided for new OLMC consultation powers.

• Successfully lobbied for revised AMI rules to increase funding going to OLMC producers in 2024
